Our Services: Supported Systems Programme
Children and young people affected by sexual abuse deserve a joined-up, trauma-informed response from every agency around them. Too often, services are working in parallel rather than together, and children and families experience the consequences of that.
The Bluestar Supported Systems Programme works with local areas across England and Wales to strengthen the multi-agency response to child sexual abuse (CSA). We work across health, social care, education, police, the voluntary sector and commissioning to build the conditions for coordinated, sustainable support.
The programme is tailored to the needs of each area. It can be commissioned as a twelve-month needs assessment with capacity building, or as a twenty-four-month programme that includes a needs assessment supported by a dedicated systems team working alongside local partners to deliver a two-year action plan.
What the programme includes
Service mapping and needs assessment: understanding current provision, referral pathways, data and outcomes across agencies.
Workforce development: pre-trial therapy training and multi-agency learning to build knowledge and confidence across the system.
Multi-agency case management: establishing or strengthening multi-disciplinary processes for coordinating the response to CSA, with robust governance and information-sharing protocols.
Cross-agency reflective practice: structured spaces for practitioners across agencies to reflect together on the complexities of the work and develop shared practice.
Lived experience leadership: co-producing local responses with children, young people and families, ensuring their voice shapes service design and delivery.
Commissioning support: exploring joint commissioning models and governance structures that enable coordinated, sustainable care across local areas.
What you will have at the end
The programme leaves your area with an accessible CSA pathway and your system ready for Child House or continued development of other systems-change models? You will have a clear picture of current provision across agencies, governance structures built around CSA, and a workforce that is more confident, better connected and better equipped to respond. Your local safeguarding board will own a co-produced action plan with the partnerships in place to lead change.
